Transforming Healthcare Access for Persons with Disabilities

Project HITARTH (Healthcare Initiative to Avail Rehabilitative Therapies and Health Coverage) is a flagship initiative of VOSAP (Voice of SAP) in partnership with PARIVAAR – National Confederation of Parent Organizations. The project is committed to ensuring that every eligible person with Autism, Cerebral Palsy, Intellectual Disability, and Multiple Disabilities can access the benefits of the Niramaya Health Insurance Scheme with dignity, ease, and confidence.

Across India, thousands of eligible families either remain unaware of the scheme or face challenges in registration, renewal, and claim reimbursement. Project HITARTH bridges this gap by building a nationwide network of trained HITARTH Sahayaks, who provide end-to-end support to beneficiaries throughout their healthcare journey.

Our vision is simple yet powerful:

No eligible beneficiary should be deprived of healthcare due to lack of awareness, documentation, or procedural barriers.

What is the Niramaya Health Insurance Scheme?

The Niramaya Health Insurance Scheme, implemented under the National Trust, Government of India, provides financial assistance for a wide range of healthcare needs of eligible persons with disabilities, including:

  • Hospitalization

  • Medical treatment

  • Rehabilitative therapies

  • Surgical procedures

  • Diagnostic investigations

  • Medicines

  • Preventive healthcare services

Project HITARTH ensures that beneficiaries are able to:

  • Register under the scheme

  • Renew their policies annually

  • Understand scheme benefits

  • Submit reimbursement claims correctly

  • Receive claim settlements successfully


Who is a HITARTH Sahayak?

A HITARTH Sahayak is a trained community volunteer who acts as a trusted healthcare facilitator for persons with disabilities and their families.

They provide complete handholding support by:

  • Registering new beneficiaries under Niramaya

  • Processing annual policy renewals

  • Assisting in claim documentation and submission

  • Guiding families regarding eligibility and required documents

  • Tracking claims until settlement

  • Creating awareness about Niramaya in local communities

  • Supporting beneficiaries throughout the healthcare journey

Through their dedicated service, HITARTH Sahayaks ensure that no deserving beneficiary is left behind.

HITARTH Incentive Programme

To encourage quality service and maximize beneficiary outcomes, Project HITARTH follows a transparent performance-based incentive model.

Registration Incentive

  • ₹400 for each new registration (first 300 registrations)

  • ₹250 for each new registration beyond 300

Annual Renewal Incentive

  • ₹150 per successful renewal

  • ₹250 per renewal after achieving more than 60% renewal rate


Claim-Based Incentives

This incentive structure rewards successful beneficiary outcomes and motivates Hitarth Sahayaks to provide quality support until claims are settled.
