HITARTH Scheme
HITARTH (Healthcare Initiative to Avail Rehabilitative Therapies and Health Coverage)
HITARTH scheme is a unique initiative taken jointly by Voice of Special Abled People (SAP) & PARIVAAR NCPO in 2024 to enhance the enrolment in the Niramaya Health Insurance Scheme. The purpose is to utilizing the extensive networks of facilitators, and resources of PARIVAAR NCPO and other organizations working for the persons with Intellectual Disabilities (Autism, CP, & ID) and appoint social workers called “Hitarth Sahayak” who will get incentives as per scheme guidelines.
During 2024-25 total 50 Hitarth Sahayak registerred under the scheme and enrolled 5584 beneficiaries to whom 365 claimS of Rs 35.2 lacs has been paid and Hitarth sahayak got the incentive of Rs 14.90 Lacs
The key objective of HITARTH is to bolster support and raise awareness among parents of Persons with National Trust Disabilities (PwDs) and their families about the Niramaya Health Insurance Scheme. This involves deploying a multifaceted approach that includes educational campaigns, leveraging social media, community events, and workshops. These efforts aim to inform parents about the scheme's benefits, eligibility criteria, and how to navigate the enrolment and claim processes. By increasing understanding and visibility of the scheme, the initiative seeks to ensure PwDs are empowered to fully utilize the available health benefits, thereby improving their access to necessary medical care and support services.
An essential objective of this scheme is to increase the claim ratio under the Niramaya Health Insurance Scheme. This involves ensuring that enrolled PwIDS can avail rehabilitative therapies and other services covered successfully, submit the claim and receive reimbursement of claims. There is a need of offering step-by-step guidance and providing personalized support to navigate the paperwork and requirements. By doing so, the initiative aims to ensure PwIDs covered under National Trust disabilities can access the health benefits they need, thereby improving their overall well-being and reducing barriers to necessary medical treatments.
Payout Terms : Upto Rs 1650/- per beneficiary per year as an incentive to Hitarth Sahayak for the services provided by Hitarth Sahayak to IDD (PwD) to receive expense reimbursements under NIRAMAYA scheme of Government of India as per following schedule :-
First Payout : After Issuance of Niramaya Health Card : INR 150 Per Beneficiary (New enrollment and renewal both)
For New Enrollment Rs 250.00 will also be paid against the premium of Niramaya Health insurance. Hence in case of New Enrollment the total amount payable will be Rs 400.00

| Above Rs 20,000 | +INR 100 Per Beneficiary (Rs 1250 total) |
The maximum payout per beneficiary is limited to Rs 1650/- (400 + 1250) per year. However the top performers may get additional bonus.
The payout will be made on quarterly basis.
