HITARTH (Healthcare Initiative to Avail Rehabilitative Therapies and Health Coverage)
The HITARTH Scheme is a unique initiative launched in 2024 by Voice of Special Abled People (SAP) and PARIVAAR NCPO to enhance enrolment in the Niramaya Health Insurance Scheme. The initiative leverages the extensive networks and resources of PARIVAAR NCPO and other organizations working with persons with intellectual and developmental disabilities (Autism, Cerebral Palsy, and Intellectual Disability). Under this scheme, trained social workers, called “Hitarth Sahayak,” are appointed and incentivized as per the scheme guidelines.
50 Hitarth Sahayaks were registered.
5,584 beneficiaries were enrolled.
365 claims worth ₹35.2 lakh were settled.
Incentives of ₹14.9 lakh were disbursed to Hitarth Sahayaks.
75 Hitarth Sahayaks were engaged.
2,854 beneficiaries were enrolled.
Incentives of ₹11.37 lakh were paid to Hitarth Sahayaks.
The core objective of the HITARTH Scheme is to strengthen support systems and increase awareness among parents and families of persons with National Trust disabilities about the Niramaya Health Insurance Scheme.
To achieve this, the scheme adopts a multi-pronged approach that includes:
Educational and awareness campaigns
Leveraging social media outreach
Community engagement events
Parent workshops and training sessions
Through these efforts, parents and families are informed about the scheme’s benefits, eligibility, enrolment process, and claim submission procedures. By building awareness and visibility, the initiative ensures that PwDs are empowered to access comprehensive health benefits, thereby improving their quality of life and access to medical care.
Another essential objective is to increase the claim ratio under the Niramaya Scheme. This is achieved by guiding beneficiaries step-by-step through claim submissions, ensuring that they successfully avail rehabilitative therapies and other services covered under the scheme, and receive timely reimbursements. By reducing barriers and providing personalized support, HITARTH helps improve the overall well-being of PwDs.
Hitarth Sahayaks are eligible for incentives of up to ₹1,650 per beneficiary per year for facilitating services under the Niramaya Scheme. The incentive structure is as follows:
Upon Issuance of Niramaya Health Card: ₹150 per beneficiary (new enrolments and renewals).
For New Enrolments only: An additional ₹250 is provided towards the insurance premium.

Claim of ₹2,000 – ₹4,999: ₹200 (Total ₹200)
Claim of ₹5,000 – ₹7,500: ₹400 (Total ₹600)
Claim of ₹7,501 – ₹10,000: ₹350 (Total ₹950)
Claim of ₹10,001 – ₹15,000: ₹250 (Total ₹1,200)
Claim of ₹15,001 – ₹20,000: ₹150 (Total ₹1,350)
Claim above ₹20,000: ₹100 (Total ₹1,450)
All payouts are made on a quarterly basis.
