History

1.  Introduction:

 

  • Prologue: Parivaar is a Parents’ movement for the welfare and protection of rights of the Persons with ‘Intellectual and Developmental Disabilities’ (PwIDDs) that started during the early sixties when the parents realized the need for coming together on one The first known parent organization Jai Vakeel Foundation in was registered under Indian Trust Act 1882, followed by three; AWMH Maharashtra (1964), SWMR (1968) in Ahmedabad, KPAMRC (1974) in Bangalore. AWMH Maharashtra later earned the distinction of its two presidents holding the post of President in PARIVAAR.

 

  • Formation: With the passage of time and with the active support and initiative of the NIMH (Now, NIEPID-National Institute for the Empowerment of Persons with Intellectual Disabilities), Secunderabad, this movement spread across the country, and by 1994 a total number of 22 Parents

 

associations got together on one common platform. In the year 1994 the parents’ representatives came together in Delhi during the ‘World Congress on Mental Retardation’ and decided to form a national level, a body for advocating on behalf of PwIDDs and thus, ‘PARIVAAR’ was born in 1995 and registered in 1996, at New Delhi. Since then NIMH (Now, NIEPID) and Parivaar is functioning in collaboration like bring up of offspring with sanskaras.

 

2.  Growth in Nutshell:

 

  • Glimpse of 26 Years and SAFI: During its journey over the last 26 years, PARIVAAR has grown like a big Banyan tree and strengthened its position and established its credibility in the disability sector both in the national and International Today, over 300 Parents Organisations/ Non-Parents Organizations (PO/NPOs) across the country, covering 32 out of 36 states and Union territories; have come together under the umbrella of PARIVAAR. Besides this: the SAFI (Self- Advocates’ Forum of India) chapter has been opened and working effectively by making the PwIDDs self-reliant, since 2006.

 

  • Movement of Registered and Functional Office: Having its registered office at New Delhi, but de-facto Administrative Office continued with the physical location of the Since 2016, it has shifted from Bangalore to Pune. PARIVAAR is presently, conducting its activities across the country through various sponsored programs. Presently, PARIVAR has 08 national and international partnerships for conducting its activities across the country, including the formation of Self Help Group (SHG), Self Advocacy Groups of PwIDDs, Supported Decision Making (SDM), Conduct of 10 Regional Parents Meets (RPM), and one National Parents Meet (NPM) with the support of NIEPID. Besides this; PARIVAAR releases Publication as Monthly News Letters, along with fortnightly e-Newsletter (covering all root level issues to International level activities, schemes policies) & so on.

 

  • Affiliation and Representation: PARIVAAR-NFPA (Now NCPO), New Delhi is recognized by the Ministry of Social Justice and Empowerment, of India, PARIVAAR is a member of Inclusion International and has its representatives on in various Committees, Councils, and Forums including the National Trust Board, RCI, New Delhi. It has been assigned projects by various International funding agencies like CBM and conducted 23 programmes in 2016 itself, over and above the 11 major programs of the Union Govt. and a large number of State Govt., through our partners/ affiliated NGOs. This journey continued, barring for the period of pandemic in 2020 and 2021 when we could not conduct NPMs. But Parivaar remained rather over- active during pandemic period, conducting on-line awareness programs, initiating livelihood program, and providing relief (ration, medicines and sanitization material) to needy parents. This year NPM being conducted with full fervor in Kerala.

 

  • NPMs & RPMS: The humble beginning was with one NPM and 02 It kept on increasing, as the PARRIVAR expanded and there was overwhelming support from Dr. DK Menon

 

(Director, NIMH and Dr. Reeta Peshawaria- Dy Director, NIMH) and tradition followed by successor Directors till we reached to one NPM and 10 RPMs including 02 dedicated to NE States in a year, till 2020. For another two years impact of COVID-19 was experienced, by all and now we are hopeful to reverse to earlier traditions.

 

3.  Vision, Mission, and Core Objectives:

 

  • Vision: To empower, secure rights, and improve the quality of life of Persons with Intellectual and Developmental Disabilities and their families in the

 

  • Mission: Creating awareness in the community for the inclusion of Persons with Intellectual and Developmental Disabilities (PwIDDs), as contributing citizens at par with others, through advocacy, lobbying, creating an inclusive environment, and building a common platform by joining hands with all deprived sections of the society.

 

  • Core Objectives: Though the objectives have been multiplied, during the course of journey, yet the core objectives continued to be:

  1. History and Key Appointments, since 1996: To know the past, like the Freedom struggle is important, that drives strength to grow, so goes to journey of PARIVAAR of three Probably, had there not been NIMH and ILSMH (Now, Inclusion International) Meet in 1994, there would not have been PARIVAAR. Had PARIVAAR not been there,

 

would  not  have  been  the  National  Trust.  Hence,  this  paragraph  carries  paramount importance:

 

  • Initiation of PARIVAAR: “Rome was not built in a day”, so goes to PARIVAAR, NCPO, New Delhi. Hence, please go through the historical aspects as (all must know) are given as under:

 

  • International Seminar by ILSMH in 1994: In Nov, 1994, there was an International Seminar of Parents of Mentally Retarded persons in Vigyan Bhawan, New Generally call as ‘World CONGRESS’- 1994" that was organised by Thakur Hari Prasad's Institute in collaboration with "ILSMH" (under the flagship of International League of Society for Mentally Handicapped ILSMH-Now, known as Inclusion International). At this congress the parent delegates from all over India decided to form an All India Federation of Parents' Associations and to be named as PARIVAAR. Accordingly, an NPM was organised in 1995 Mumbai, supported by NIMH, Secunderabad, that created further development for creation of National Level Body.

 

  • Formation of ad hoc Committee: For ‘forming of the Federation’ an ad hoc Committee was formed and the task of writing the draft constitution was assigned to Late Damodar Tilak (Mumbai) for this proposed organisation. Thus, late Mr. Michael Mathias was appointed as the first president of this ad hoc committee. This committee also formed a sub- committee of three persons from Mumbai, namely; Dr. HT Dholakia, late Mr. Narendra Modi and late Late Mr. Damodar Tilak, who prepared the draft Constitution and sent the final draft to Mr. Michael Mathias in mid-June, 1996. However, by then Mr. Mathias had left for the heavenly abode (On 8th June, 1996).

 

  • National Parents Meet: M Mathias being visionary, he had already decided to host the 4th National Parents' Meet at Bangalore in Nov, 1996. Hence, the first General Assembly of the proposed Federation, PARIVAAR was also scheduled to be held at Bangalore, concurrently. However, these programmes were held without the presence of late Mr. M Mathias.

 

  • Decision to Elect First President: During the first General Assembly, the post of the President was to be offered to someone from M Mathias’s organisation (KPAMRC). As Ms. Krishna Kumari was the President of KPAMRC, she was offered the post. She, declined and suggested the name of another competent person (Mr. J P Gadkari-who was also the General Secretary of KPAMRC and a parent). Then Mr. JP Gadkari was selected as the President of the Federation and the proposal of Ms. Krishna Kumari's was accepted unanimously. Thus, Mr. JP Gadkari was elected as the first President of Parivaar in Nov, 1996.

 

  • PARIVAAR as Brand: Bhal Korgaokar from Pune, Maharashtra, suggested that the Federation be named as "PARIVAAR" and it was unanimously accepted and the Federation was named as "PARIVAAR".

 

  • Designing of Logo of PARIVAAR: The logo of the Federation, Banyan Tree, with a man and a child was designed at Bangalore, after great

 

  • NFPA Formed: Under the ages of Gadkari suggestions were invited and suffix to PARIVAAR as NFPA was given by Dr. HT Dholakia and agreed principally, by all. Hence, it became "PARIVAAR-N.F.P.A (National Federation of Parents' Associations for persons with Mental Retardation, Cerebral Palsy & Multiple Disabilities).

 

  • Autism Added in NFPA’ Objectives: Autism was added at the NPM, held at Rohtak, in Nov, 2000 (As the ‘The National Trust’ was formed in 1999-specifying four Intellectual Disabilities, including Autism).

 

  • Bank Accounts: The Bank Account was opened in the name of "PARIVAAR - NFPA", which still continues in that name and could not be changed to "PARIVAAR - NCPO", despite being a Confederation, due to technical Account was opened in Syndicate Bank in New Delhi, as Founder Treasurer happened to be Bank Officer, in the same bank.

 

  • Location of Registered Office: In all total 22 NGOs formed a Federation called National Federation of Parents Organisations, New Delhi and registered official address was given of Mrs, Ranoo Bannerjee’s residence (C-4/5, SDA, Opposite Main gate of IIT, New Delhi- 110016 that continued for 22 years, till it officially moved to MUSKAN, New These 22 NGOs were in existence from 1964 to 1995 (Like AWMH, Mumbai-1964, SWMR, Ahmedabad-1968, KPAMRC, Bangalore-1974, and the youngest one ISMR, Indore-1995, followed by formation of NFPA, New Delhi in 1996).

 

  • Registration of PARIVAAR at Delhi: It was herculean task, as all organisations were from various states and President designate M Mathias was based at Bangalore. PARIVAAR was fortunate in many ways; as (1) Mrs. Ranoo Banerjee offered her residence for office, (2) Mr. JK Mehta-Dy Director Research, Doordarshan at New Delhi, was well-connected and did coordination at Delhi and got the Society registered under Societies Registration Act, 1860 promptly, and (3) Mr. Mukesh Dua being Bank Officer in Syndicate Bank could get formalities like Opening of A/c in Syndicate Bank, obtaining PAN No., Getting 80G. However, subsequently Parivaar got registered with MHA for FCRA in year 2003.

 

  • Administrative Office of PARIVAAR: The administrative office of PARIVAAR functioned from KPAMRC premises from 1996 to We the members of PARIVAAR are indebted to KPAMRC and main functionaries. In Nov 2016 the administrative office shifted to Pune. Mrs. Anjali Bijur, a parent, volunteered to provide her flat for office in 2016 and PARIVAAR is grateful to her for generosity.

 

  • Switching from NFPA to NCPO: As the journey continued successfully, it was unanimously decided to form Federations at the states level, as the of NGOs had reached to 220 from 22. Then 09 federations were formed and in 2010 with constitutional amendment, new suffix was given as National Confederation of Parents Organisations (NCPO). In the meanwhile, PARIVAAR had already been affiliated to CBM, Germany, and Inclusion International, DRF-USA and many more. Here, point to note is this that from Er.
  1. Mathias (Man of connectivity), to JP Gadkari to Mr. JK Mehta (Both happened to be from Media or well-connected, at that time, paid indirect dividend, with good kick start. To

 

execute the International projects in India, Mr. Vijay Kant was appointed as Chief Operation Officer, in 2006.

 

  • Present Status Quo: As on date PARIVAAR has nearing 350 member POs & NPOs and earned the distinction of being the leader in advocating for the rights of Persons with Intellectual and Developmental In addition, Parivaar is also implementing a pilot project, spanning in Odisha, Jharkhand, Madhya Pradesh, Rajasthan and Maharashtra, to showcase to the central and state governments the capacity of PwIDDs to take up livelihood and employment and lead a life of dignity and purpose.

5.2   Key Appointments since 1996: Change is never status and change is always for the betterment. Hence, as per our constitution, changes did take place. Hence, President changed in rotation by nomination/ election (Initially, it tenure was of 02 years and subject to extension) and EC was formed including co-opted members, Technical advisors, Erstwhile Presidents, and with Patron Members.   1. Setting  up   of   National   Awards   and   Declaration   of   Patron   Members:

 

  • Setting up of Awards: Two awards have been set up so far and they are:

 

  • Reeta Peshwaria–Menon–Smt. Premlata Peshwaria National Award: Initially, it was set up in the memory of Smt Prem Lata Peahswaria National Award by Peshawaria family in 2001. Later on, after a sudden demise of Dr. Reeta Peshawaria, it was changed to Dr. Reeta Peshwaria–Menon–Smt. Premlata Peshwaria National Award in 2012. Applicant organization should be registered members of PARIVAAR – NCPO [Parents organization only]. The affiliated NGOs of Parivaar, which have received this award earlier in the last 5 years are not eligible to apply for this award. The annual award consisting of a Citation and a cheque of Rs. 20000/- will be given away during the inaugural session at the National Parents’ Meet.

 

  • Bhagawati Devi & Pt. Mansaram Gautam Shahji Memorial (BDMGS Memorial) National Award:    This  award  was  set  up  in  2015  to  all  the  Parents’  or  Non-  parent Associations which are working for the empowerment of Persons with disabilities [ID, Autism/  ASD/ADHD,  CP,  MD].  The  organization  should  be  registered  members  of PARIVAAR– NCPO [PO/NPOs]. The affiliated NGOs of Parivaar, which have received this award earlier in the last 5 years are not eligible to apply for this award. The annual award consisting  of  a  Citation  and  a  cheque  of  Rs.  15,000/-  will  be  given  away  during  the inaugural session at the Annual NPM.

6.2   Patron Members so far: As per the constitution, there is no limit for number of Patron Members but h/she has to be of ‘good standing and pay a sum of Rs. 1,00,000/=’ (Later on in 2015 changed in EC to Rs. 5,00,000/=). However, Patron Member has no voting right whether parent/sibling or not? As on date, as decided in 2015 and they are only two PMs:

 

  • DK Menon (Honorary Patron Member): He was bestowed this honour because of his profound association with PARIVAAR, ab initio and his contribution in big way. He was founder Director NIMH, Secunderabad and now settled in USA. He hails from Kapurthala-Panjab and he and his wife (Mrs. Reeta Peshawaria) instituted a National Award in the memory of mother “Mrs. PL Peshawaria Award” for Parents NGOs.

 

  • Meenakshi Gautam Trivedi: She is a sibling and Legal Guardian of her sister-Ms. Teena Gautam. Her parentage belongs to Hoshiarpur-Panjab and presently, running her school for normal and PwIDDs at Ahmedabad, as Principal and President of Eudemonia Education Trust. She and her father Col. Dr. VK Gautam instituted an

 

award in the memory of their ancestors (Mrs. Bhagwati Devi M Gautam Shahji Award), in 2015.

 

  1. Conclusion: Journey of growth is continuous, when leaders selected with due vigilance by the NGOs and democracy With the continuous efforts of our leaders at all echelons, starting from staff members, today we have reached to 350 NGOs covering 32 states/ UTs and acclaim the largest Parents movement in the field of (Autism CP, MR and Multiple disabilities), in the world, with pride. Our endeavour would be to reach out to last PwIDD and parents of last village of the country
